Hurricane Maria – Caribbean ~ Current Situation:Life safety and life sustainment efforts in PR (Puerto Rico) and the USVI (United States Virgin Islands) are ongoing.
Approximately 3 inches of rain has fallen across the theater; additional rainfall of 1-2 inches possible through late Sunday. Flash flood watch in effect for PR and the USVI. Guajataca Dam spillway continues to erode; immediate risk reduction measures ongoing to stabilize dam spillway.
Shelters (ESF 6 as of 4:00 a.m. EDT):
- PR: 146 (-13) with 10,056 (-1,270) occupants
- USVI: 7 with 555 (-35) occupants
Health and Medical:
- PR: 64 HHS/DoD hospital assessments complete; 60 hospitals fully operational; power restored to 9 hospitals
- USNS Comfort departed Norfolk, VA, expected arrival mid-week
- Fuel rotation plan in place to ensure hospitals have continuous power
Airports:
- PR: San Juan open for commercial flights; 11 of 12 (-1) airports open with restrictions; Replacement generator for San Juan Combined
- Center/Radar Approach Control is fully operational
- USVI: St. Thomas open/receiving commercial flights; St. Croix is open with restrictions
Communications:
- PR: 11.3% of island has cell service; Public Safety Answer Points/911 centers operational, but many continue to have generator/fuel issues
- USVI: Operational cell towers –30.2% overall
Shipping:
DHS waived the Jones Act shipping restrictions; non-US built ships now allowed to transport passengers and cargo through Oct 8
Power:
- PR: 90% of damage assessments completed; 20% of overhead transmission lines need replacement.
- USVI: St. Thomas and St. Croix power plants returning to normal; reenergizing feeders to allow restoration of service to critical facilities
Generators:
- PR: 55 generators on hand, 10 installed, 10 in progress; 58 of 125 preinstall inspections complete
- USVI: 35 generators on hand; 18 generators installed,11 in progress; 121 of 153 pre-installation inspections complete
Water:
- 45% of PR customers have access to drinking water; Nine of 52 PR Aqueduct and Sewer Authority wastewater treatment plants operational, 19 non-operational; EPA continuing to assess the remaining 24
